Park Acquisition Corporation

 

The PAC is a nonprofit corporation that officially represents Marin Valley (Marin Valley Mobile Country Club — MVMCC) residents in business and management decisions with the Park owner (the City of Novato) and Park Management. The PAC has two primary contractual obligations. One is a Delegation Agreement with the City of Novato that requires the PAC to perform specific functions that would otherwise fall to the City as owner. The other is to contract with a professional management company for the day-to-day Park operations. The PAC has a five-member resident board with staggered two-year terms and a formal, Park-wide election each May for terms that begin in June. Therefore as the only Park organization with this comprehensive selection process, and because of its contractual agreements with the City of Novato, the PAC Board is recognized by the owner as the official representative of Park residents. Because of this, the PAC Board also assumes the important noncontractual responsibility of representing the Park residents’ interests back to the owner.

Monthly Meetings

The PAC Board meets the first Tuesday of each month at 5 p.m. in the ballroom and on Zoom, except for June, when it meets on the first Saturday at 11 a.m. The agenda for PAC meetings is posted on the PAC bulletin board in the clubhouse before the meeting and will be emailed to any resident who requests to be added to the email list to receive it, along with the minutes of previous meetings.

2 x 2 Meetings

From time to time, two members of the PAC Board met with two members of the Novato City Staff. These were known as 2x2s. Resident concerns were discussed, as well as any information the Staff wished to be conveyed to the residents. Residents brought their concerns and suggestions for topics to be addressed to the monthly PAC meetings. These are informal open-ended discussions. As of June 2023 the 2 x 2 Meetings are in hiatus.

Communications committee is headed by Serena Fisher.

MVEST

MVEST (Marin Valley Emergency Safety Team) provides education and training for a disaster-resilient community through individual and neighborhood preparedness. Everyone is welcome and encouraged to participate. The steering committee — John Hansen, Bill Davis, John Feld, Carol-Joy Harris, Stephen Plocher,  Erma Wheatley, Brad Witherspoon, and Pam Hyer — meets from time to time in the Fireside Room in the clubhouse. All are invited and welcome to attend.

Project Planning Committee

PAC Project Planning Committee meets periodically and is currently taking up the matter of developing the area below the clubhouse. There are potentials for a picnic sitting area, an assisted care center, or a community garden, and perhaps the drilling of a water well to address emergency water storage and the watering of the community garden. The committee will hold meetings to hear your input and to incorporate these findings into the project.

Finance

Finance Committee   Stephen Plocher oversees the PAC budget and finances.

Other Committees

PAC’s Subcommittee on Rules and Regulations — John Hansen and Peggy Hill developed a brief overview of what is important to most residents. This includes a mission statement along with a general philosophy of the community and residents. The update of the Rules and Regulations they finalized have been sent to the City and are awaiting final approval.
